History in Turkmenistan
ExxonMobil had offices in Turkmenistan from 1998 to 2002. The company drilled offshore oil wells at the Garashyzlyk-2 field that proved to be unsuccessful. ExxonMobil closed its doors in Turkmenistan in March 2002 for economic reasons.[i]

In September 2009, Berdymukhamedov met with ExxonMobil CEO, Rex Tillerson, in New York, inviting ExxonMobil to participate in the development of Turkmenistan’s energy sector.[ii]

In June 2010, ExxonMobil participated in the first American business mission to Turkmenistan, as part of the US Turkmenistan Business Council.[iii] In August 2010, it was reported that a new ExxonMobil Ashgabat office would be opened before the year’s end.[iv] In October 2010, the new office was officially opened, with a warm reception from President Berdymukhamedov who stated “the huge experience of ExxonMobil could be successfully used in geological exploration and development of Turkmen hydrocarbon reserves on the Caspian Sea shelf, and in oil processing.”[v] In April 2012, ExxonMobil Vice President for the Caspian Region, Phil Mulhall, visited Ashgabat for the Turkmen-American Business Forum and met with the Turkmen government. It was reported they discussed “active participation in the implementation of large scale programmes for the further development of the new Turkmen fuel and energy complex.”[vi]

The company indicated that it had an interest in leading an international consortium to develop the TAPI pipeline, but lost said interest in 2015 after the Turkmenistani government allegedly “refused to offer equity stake in its gas fields.” [vii]

ExxonMobil was one of the gold sponsors of the 2010 Turkmenistan International Oil & Gas Conference, a bronze sponsor of the 2011 Turkmenistan Gas Conference, and a bronze sponsor of the 2012 Turkmenistan International Oil & Gas Conference.[vii]
